# Ohio certified payroll: who receives it, when it is due, and what changes by owner

This page covers certified payroll on Ohio public improvements, using the Ohio Department of Commerce [Prevailing Wage Contractor Responsibilities](https://com.ohio.gov/divisions-and-programs/industrial-compliance/wage-and-hour/guides-and-resources/prevailing-wage-contractor-responsibilities) page and its [Prevailing Wage Guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES) (revised February 2022), plus owner documents.

Last reviewed November 4, 2026 against the sources it cites

The short answer

Ohio has no single place for certified payroll, so the owner decides. The [February 2022 Commerce guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES) has each firm report to the Prevailing Wage Coordinator, [OFCC's October 2018 spec](https://dam.assets.ohio.gov/image/upload/ofcc.ohio.gov/Portals/0/Documents/AgrmntsStdRqrmnts/GeneralContracting/M140-00-73-43-Wage-Rate-Requirements.pdf) has the contractor submit for subs (OFCC [revised](https://ofcc.ohio.gov/wps/portal/gov/ofcc/project-resources/documents/current-agreements/current-agreements) in 2026), and [ODOT's page](https://www.transportation.ohio.gov/business/external-workforce/prevailing-wage) names CRL without saying if it covers non-federal jobs. On Ohio-law jobs only, the first report is due within two weeks, then the guide allows monthly reports on jobs over four months. [Federal Davis-Bacon work](https://www.ecfr.gov/current/title-29/subtitle-A/part-5/subpart-A/section-5.5) is weekly.

- Commerce's [Prevailing Wage Guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES) (revised February 2022) has each public authority appoint a Prevailing Wage Coordinator who collects the payrolls, so under the guide the filing channel is the owner's Coordinator.
- [Cleveland's copy of the Commerce guide](https://www.clevelandohio.gov:443/sites/clevelandohio/files/2023-07/OhioPrevailingWageContractorGuide0222.pdf) (undated, in a July 2023 folder) says all certified payroll must be recorded in LCPtracker, and [Cincinnati's undated compliance guide](https://www.cincinnati-oh.gov/sites/inclusion/assets/Contract-Compliance-Guide.pdf) says every contractor at every tier submits its own payroll there.
- On jobs under Ohio's prevailing wage law, the weekly or monthly split is in the Coordinator notes of the [February 2022 Commerce guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES), which say reports after the first can be filed monthly on jobs that will exceed four months, but the live [Commerce contractor page](https://com.ohio.gov/divisions-and-programs/industrial-compliance/wage-and-hour/guides-and-resources/prevailing-wage-contractor-responsibilities) gives only the two-week rule for the first report.
- Under the [Commerce guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES), no public authority may make final payment to a contractor or subcontractor until that firm's final affidavit is filed, and the affidavit form is sworn before a notary.
- [Commerce](https://com.ohio.gov/divisions-and-programs/industrial-compliance/wage-and-hour/guides-and-resources/prevailing-wage-contractor-responsibilities) lists willfully failing to submit payroll reports as an intentional violation, and says a finding may bar a contractor from bidding on or performing public work.
- On Davis-Bacon work, [29 CFR 5.5(a)(3)(ii)](https://www.ecfr.gov/current/title-29/subtitle-A/part-5/subpart-A/section-5.5) requires certified payroll weekly for each week of covered work and bars full Social Security numbers from weekly transmittals, whatever the Ohio schedule says.

## If a Coordinator says your payroll is late

The [Commerce guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES) says each public authority appoints a Prevailing Wage Coordinator no later than ten days before contractors first pay wages, and the Coordinator collects the payrolls.

1. **Get the Coordinator's name and the filing channel in writing.** The channel depends on the owner (table below).
2. **Send every missing report.** The [guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES) gives two weeks after the first pay in one place and after the initial pay period in another. Count from the earlier unless the Coordinator gives a date in writing.
3. **Check final payment.** If the owner is holding it, look for a missing final affidavit.

## The state portal lists wage rates and registers projects

Commerce's [Prevailing Wage Portal](https://pwr.com.ohio.gov/) describes itself as the source of active commercial prevailing wage rates, and its [registration form](https://pwr.com.ohio.gov/Public/RegisterProject) lets a public authority register a project and name its Coordinator. Neither public page shows a place to file payroll, and the login area behind OHID was not read. Under the[Commerce guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES) each contractor and subcontractor submits to the Coordinator, so the owner picks the channel, and its index says any form or format works if all the information is provided. Owners differ, and on some the prime submits for its subs (table below). Commerce's [report form and instructions](https://com.ohio.gov/wps/wcm/connect/gov/f0ed96e1-f13a-432c-a8bf-51e1c37fd820/CPR+Example+and+Instruction.pdf?MOD=AJPERES&CONVERT_TO=url&CACHEID=ROOTWORKSPACE.Z18_79GCH8013HMOA06A2E16IV2082-f0ed96e1-f13a-432c-a8bf-51e1c37fd820-oX8pO4c) (footed 11/14) say the form is not mandatory. An owner can still require a system, as Cleveland, Cincinnati and ODOT do.

## Where payroll goes, by owner

| Owner | Where payroll goes | Who sends a sub's payroll |
| --- | --- | --- |
| Ohio-law jobs, any owner, per the Commerce guide | The owner's Coordinator, on any format with all the required information, unless the owner requires a system | Each firm submits; the prime answers for its subs' compliance ([guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES)) |
| City of Cleveland | LCPtracker, for all certified payroll ([Cleveland's copy of the Commerce guide](https://www.clevelandohio.gov:443/sites/clevelandohio/files/2023-07/OhioPrevailingWageContractorGuide0222.pdf), undated, in a July 2023 folder) | Not stated for payroll |
| City of Cincinnati | LCPtracker, set up by the city's compliance officer ([Cincinnati guide](https://www.cincinnati-oh.gov/sites/inclusion/assets/Contract-Compliance-Guide.pdf), undated) | Every contractor at every tier submits its own |
| Ohio Facilities Construction Commission (OFCC) | A payroll report with each payment request ([Document 00 73 43](https://dam.assets.ohio.gov/image/upload/ofcc.ohio.gov/Portals/0/Documents/AgrmntsStdRqrmnts/GeneralContracting/M140-00-73-43-Wage-Rate-Requirements.pdf), October 2018 version; OFCC [revised its standard contracts effective January 1, 2026](https://ofcc.ohio.gov/wps/portal/gov/ofcc/project-resources/documents/current-agreements/current-agreements), so check your manual) | The contractor submits for its subs, per the October 2018 document |
| Ohio Department of Transportation (ODOT) | CRL, ODOT's AASHTOWare application ([ODOT](https://www.transportation.ohio.gov/business/external-workforce/prevailing-wage)) | A sub imports and signs its own payroll for prime review, or hands the prime a WH-347 to enter as a proxy. The prime forwards it to the agency's compliance officer for the contract ([CRL FAQ](https://www.dot.state.oh.us/Divisions/ConstructionMgt/CRL/Documents/CRL%20FAQ.pdf?ID=44%2F1000), undated) |
| Jobs whose bid documents carry the [Ohio Public Works Commission](https://publicworks.ohio.gov/) (OPWC) proposal note for state projects with no federal aid | The Coordinator, on a form the note calls WHPW-1512 or an equivalent. The note gives that number to the employee notice too, so ask which payroll form ([OPWC notes, Rev. 10/23](https://dam.assets.ohio.gov/image/upload/publicworks.ohio.gov/Main%20Website%20Files/Required%20Bid%20Items.doc.pdf)) | The prime submits for all subs |

Columbus is not covered: columbus.gov refused automated access on November 4, 2026, so ask its Coordinator. The ODOT pages checked do not say whether CRL takes payroll on jobs with no federal money. For federal-aid work see the [CRL guide](https://wellstanding.com/guides/aashtoware-civil-rights-labor-certified-payroll/).

## How often payroll is due on Ohio-law jobs

| Rule | What it says |
| --- | --- |
| Commerce guide (February 2022) | First report within two weeks of the first pay. The Coordinator notes then say weekly on jobs under four months, and monthly allowed on jobs that exceed four months. Exactly four months is not addressed ([Coordinator notes](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES)). The live [Commerce contractor page](https://com.ohio.gov/divisions-and-programs/industrial-compliance/wage-and-hour/guides-and-resources/prevailing-wage-contractor-responsibilities), which shows the date April 21, 2021 on its face, gives just the two-week rule |
| Cincinnati | Two weeks after the initial pay date, then at least weekly for work of 4 or fewer months (so exactly four is weekly) and at least monthly beyond that, including no-work weeks ([Schedule of Payments form](https://www.cincinnati-oh.gov/sites/inclusion/assets/File/Forms%20Page/Schedule%20of%20Payments%20FINAL%20121019.pdf), December 2019) |
| OFCC (October 2018 version) | With each payment request |
| Jobs carrying the OPWC proposal note | Three weeks after work starts, then every week until completion |
| ODOT CRL | No cadence in the FAQ. On Davis-Bacon jobs the weekly federal rule applies ([29 CFR 5.5(a)(3)(ii)](https://www.ecfr.gov/current/title-29/subtitle-A/part-5/subpart-A/section-5.5), below). No-work payrolls need not be entered |

Cincinnati wants no-work weeks and CRL does not, and the OPWC note wants weekly payrolls where the guide allows monthly ones. Follow the stricter rule and get your schedule in writing. The live [Commerce contractor page](https://com.ohio.gov/divisions-and-programs/industrial-compliance/wage-and-hour/guides-and-resources/prevailing-wage-contractor-responsibilities) also tells you to give the Coordinator your project dates before the first payroll so reporting can be scheduled. [Cincinnati's form](https://www.cincinnati-oh.gov/sites/inclusion/assets/File/Forms%20Page/Schedule%20of%20Payments%20FINAL%20121019.pdf), citing Revised Code 4115.071(C), puts the pay-date schedule due on or before the day work begins, though [the city's guide](https://www.cincinnati-oh.gov/sites/inclusion/assets/Contract-Compliance-Guide.pdf) says "once construction begins."

For federal Davis-Bacon work, [29 CFR 5.5(a)(3)(ii)](https://www.ecfr.gov/current/title-29/subtitle-A/part-5/subpart-A/section-5.5) requires certified payroll weekly for each week in which covered work is performed, with full Social Security numbers kept off weekly transmittals. The [WH-347 guide](https://wellstanding.com/guides/wh-347/) covers the form.

## What an Ohio-law report has to show

- **Social Security number.** On jobs under Ohio's prevailing wage law only, the [Commerce instructions](https://com.ohio.gov/wps/wcm/connect/gov/f0ed96e1-f13a-432c-a8bf-51e1c37fd820/CPR+Example+and+Instruction.pdf?MOD=AJPERES&CONVERT_TO=url&CACHEID=ROOTWORKSPACE.Z18_79GCH8013HMOA06A2E16IV2082-f0ed96e1-f13a-432c-a8bf-51e1c37fd820-oX8pO4c) require it, and the last four digits are enough if the public authority permits.
- **Owners, partners, salaried workers and sole proprietors.** The [Commerce report instructions](https://com.ohio.gov/wps/wcm/connect/gov/f0ed96e1-f13a-432c-a8bf-51e1c37fd820/CPR+Example+and+Instruction.pdf?MOD=AJPERES&CONVERT_TO=url&CACHEID=ROOTWORKSPACE.Z18_79GCH8013HMOA06A2E16IV2082-f0ed96e1-f13a-432c-a8bf-51e1c37fd820-oX8pO4c), in the column for employees who perform physical labor on the project, say corporate officers, partners and salaried employees are employees and must be paid the prevailing rate. They add that an individual sole proprietor does not have to pay himself or herself the prevailing rate but must report his or her hours on the project. The [guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES) reprints those instructions. But its own contractor list, item 9(a)(i), says all rate and reporting requirements apply to corporate officers, owners, partners and salaried personnel who do physical work, and it names no sole-proprietor exception. The [Commerce page](https://com.ohio.gov/divisions-and-programs/industrial-compliance/wage-and-hour/guides-and-resources/prevailing-wage-contractor-responsibilities) says only that these people are employees for reporting purposes. Commerce's own documents differ on owners, so ask the Coordinator in writing which rule applies to you. If the owner does physical work on the project, list the owner's hours on the report.
- **Signature.** The [Commerce form](https://com.ohio.gov/wps/wcm/connect/gov/f0ed96e1-f13a-432c-a8bf-51e1c37fd820/CPR+Example+and+Instruction.pdf?MOD=AJPERES&CONVERT_TO=url&CACHEID=ROOTWORKSPACE.Z18_79GCH8013HMOA06A2E16IV2082-f0ed96e1-f13a-432c-a8bf-51e1c37fd820-oX8pO4c) has a signed certification that the signer pays, or supervises payment of, the employees listed, and no notary block. But the [guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES)'s Coordinator notes call a certified report one that is "sworn to and signed." Ask the Coordinator whether yours must be notarized. The OFCC, OPWC and Cincinnati payroll forms were not read.

## Employee notice and the final affidavit

Ohio Revised Code 4115.05, as the [guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES) quotes it, requires written notice to employees not covered by a collective bargaining agreement, showing classification, hourly pay, fringes and the Coordinator's name. The [Commerce page](https://com.ohio.gov/divisions-and-programs/industrial-compliance/wage-and-hour/guides-and-resources/prevailing-wage-contractor-responsibilities) says to give it before work starts and send the Coordinator a signed copy, and the [OPWC note](https://dam.assets.ohio.gov/image/upload/publicworks.ohio.gov/Main%20Website%20Files/Required%20Bid%20Items.doc.pdf) says the first pay date. ODOT's copy of the [employee notification form](https://dam.assets.ohio.gov/image/upload/transportation.ohio.gov/local-programs/local-let-manual/construction/Prevailing-Wage-Notice-Employee-Form.pdf) is marked whpw1512, the number the OPWC note also gives to payrolls.

Under the [guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES), which cites Ohio Revised Code 4115.07, no public authority may make final payment to a contractor or subcontractor until that firm's final affidavit is filed. The Commerce form must be sworn before a notary by the officer or agent who supervises payment of employees. [Cincinnati's Form 104](https://www.cincinnati-oh.gov/sites/inclusion/assets/File/Prevailing%20Wage/Final%20Affidavit%20(PURCH%20104).pdf) (a December 1999 form) is its own notarized version, submitted through [LCPtracker](https://www.cincinnati-oh.gov/sites/inclusion/assets/Contract-Compliance-Guide.pdf). In [Cleveland](https://www.clevelandohio.gov:443/sites/clevelandohio/files/2023-07/OhioPrevailingWageContractorGuide0222.pdf) the prime collects every firm's affidavit.

## When it goes wrong

- **Held final payment.** No public authority may make final payment until your final affidavit is filed ([guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES)). [OFCC's 2018 document](https://dam.assets.ohio.gov/image/upload/ofcc.ohio.gov/Portals/0/Documents/AgrmntsStdRqrmnts/GeneralContracting/M140-00-73-43-Wage-Rate-Requirements.pdf) lets the contracting authority withhold payment for noncompliance, and the [OPWC note](https://dam.assets.ohio.gov/image/upload/publicworks.ohio.gov/Main%20Website%20Files/Required%20Bid%20Items.doc.pdf) has the prime contractor submit a final wage affidavit before final payment.
- **Breach under an OPWC note.** Where the bid documents carry the [OPWC proposal note](https://dam.assets.ohio.gov/image/upload/publicworks.ohio.gov/Main%20Website%20Files/Required%20Bid%20Items.doc.pdf), failing to pay prevailing wages is a breach of contract that may lead to revocation of the certificate of qualification and debarment.
- **Debarment for intentional violations.** Willfully failing to submit payroll reports, or knowingly submitting false ones, is an intentional violation, and a finding may bar you from bidding on or performing public work ([Commerce](https://com.ohio.gov/divisions-and-programs/industrial-compliance/wage-and-hour/guides-and-resources/prevailing-wage-contractor-responsibilities)). The [guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES) states the one-to-three-year term only in its public-authority section on debarred contractors. Its contractor section on intentional violations gives no term, and the guide does not say how a late payroll maps to either, so do not assume a late payroll alone carries that term.
- **Wages owed plus 100 percent.** [Commerce](https://com.ohio.gov/divisions-and-programs/industrial-compliance/wage-and-hour/guides-and-resources/prevailing-wage-contractor-responsibilities) says contractors who violate the prevailing wage law must pay the wages owed plus a penalty equal to 100 percent of those wages. The [guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES) says the same in nearly the same words. Neither says whether the penalty reaches a late or missing report. The guide has the Coordinator report non-compliance to Commerce's Bureau of Wage and Hour Administration, so take that question to the Bureau or to counsel before you assume either way.

The Commerce contractor page and the February 2022 guide list no separate fine for a late report. The text of Ohio Revised Code Chapter 4115 itself could not be read for this page, because codes.ohio.gov would not load on November 4, 2026. Statute sections here come from the agency documents that cite them.

## Does the law reach your job?

It applies to public improvements paid for in whole or part with public funds ([Commerce](https://com.ohio.gov/divisions-and-programs/industrial-compliance/wage-and-hour/guides-and-resources/prevailing-wage-contractor-responsibilities)) when the estimated cost is above these figures ([2026 notice](https://com.ohio.gov/wps/wcm/connect/gov/1a9cf6fa-e17b-4df3-b0f8-6e0308c8456f/PW+Thresholds+2026.pdf?MOD=AJPERES&CONVERT_TO=url&CACHEID=ROOTWORKSPACE.Z18_K9I401S01H7F40QBNJU3SO1F56-1a9cf6fa-e17b-4df3-b0f8-6e0308c8456f-q3r2DZu), road figures effective January 1, 2026).

| Type of work | New construction | Reconstruction, repair, renovation, painting |
| --- | --- | --- |
| Buildings | $250,000 | $75,000 |
| Roads, streets, sewers, ditches, bridge-connected work | $101,201 | $30,320 |

The [February 2022 guide](https://agri.ohio.gov/wps/wcm/connect/gov/0a1bbc6b-a5df-4c98-a2a6-b3cc25d3d1bc/PW%20Complete%20Guide%20Rev%202.2022.pdf?MOD=AJPERES) and [Cleveland's copy](https://www.clevelandohio.gov:443/sites/clevelandohio/files/2023-07/OhioPrevailingWageContractorGuide0222.pdf) of it still list the older road figures of $96,091 and $28,789. A project with federal-aid funds is a different case: the [OPWC proposal note](https://dam.assets.ohio.gov/image/upload/publicworks.ohio.gov/Main%20Website%20Files/Required%20Bid%20Items.doc.pdf) says federal prevailing wages must be paid on such a project, so the Ohio rules on this page may not be the ones your contract carries. The exemptions in Chapter 4115 were not read for this page, so confirm with Commerce that your job is covered. Other states are in the [state table](https://wellstanding.com/guides/certified-payroll-requirements-by-state/).

## Questions

**Does Ohio have a state portal for certified payroll?**

The state's Prevailing Wage Portal lists wage rates and registers projects. Payroll goes through the owner's channel.

**Is Ohio certified payroll weekly or monthly?**

On Ohio-law jobs only, the February 2022 Commerce guide says weekly on jobs under four months and monthly allowed over four. Exactly four months is not addressed. Other owners set their own schedules, and federal Davis-Bacon work is weekly.

**Do Ohio payrolls and affidavits need a notary?**

The Commerce final affidavit and Cincinnati's Form 104 both carry a notary block. Commerce's weekly report form has no notary block, but its guide calls a certified report one that is sworn to and signed, so ask the Coordinator.

**Who signs an Ohio certified payroll?**

The contractor does. The Commerce guide says the contractor, subcontractor or a duly appointed agent certifies the payroll.
