# Seattle Housing Authority certified payroll: what SHA asks of contractors

This page rests on [SHA's prevailing wage compliance page](https://www.seattlehousing.org/do-business-us/prevailing-wage-compliance) (read November 4, 2026), the HUD [Davis-Bacon contractor guide addendum](https://www.seattlehousing.org/sites/default/files/DB%20and%20Labor%20Standards%20-%20Contractor%20Guide%20Addendum%20Published%20August%202022.pdf) that SHA posts (published August 2022), and [29 CFR 5.5](https://www.ecfr.gov/current/title-29/subtitle-A/part-5/subpart-A/section-5.5).

Last reviewed November 4, 2026 against the sources it cites

The short answer

[Seattle Housing Authority](https://www.seattlehousing.org/do-business-us/prevailing-wage-compliance) says contractors enter electronic certified payrolls weekly through LCPtracker, and its page does not say which contracts that covers. It links DOL's WH-347 instructions, lists wage rate sources, and posts forms such as no work performed and authorization to sign payrolls. It gives no due date, and [29 CFR 3.4(a)](https://www.ecfr.gov/current/title-29/subtitle-A/part-3/section-3.4) and [HUD's handbook](https://www.hud.gov/sites/dfiles/OCHCO/documents/13441C5SECH.pdf) count the weekly deadline from different points, so ask the Labor Compliance Officer at 206.615.3374 which one SHA enforces.

- Seattle Housing Authority says its prevailing wage compliance includes contractors entering electronic certified payrolls weekly through LCPtracker ([SHA's prevailing wage compliance page](https://www.seattlehousing.org/do-business-us/prevailing-wage-compliance)).
- SHA's routine and non-routine HUD maintenance wage determinations are effective January 1, 2025 and expire December 31, 2026 ([routine determination, HUD-52158](https://www.seattlehousing.org/sites/default/files/2024-12/HUD%20Routine%20Maintenance%20Wage%20Rates%20Through%2012-31-2026.pdf), [non-routine determination](https://www.seattlehousing.org/sites/default/files/2024-12/HUD%20Non-Routine%20Maintenance%20Wage%20Rates%20Through%2012-31-2026.pdf)).
- SHA's Authorization to Sign Payrolls certificate appoints a signer, and its footer says it must be executed before the first payroll and submitted with it ([SHA form, revised May 21, 2004](https://www.seattlehousing.org/sites/default/files/u2/Authorization_To_Sign_Payrolls.pdf)).
- A HUD guide addendum that SHA posts (August 2022) states the ink signature rule twice, once limited to paper payrolls and once not ([HUD guide addendum](https://www.seattlehousing.org/sites/default/files/DB%20and%20Labor%20Standards%20-%20Contractor%20Guide%20Addendum%20Published%20August%202022.pdf)).
- 29 CFR 3.4(a) says each certified payroll is due within 7 days after the regular payment date of the payroll period ([29 CFR 3.4(a)](https://www.ecfr.gov/current/title-29/subtitle-A/part-3/section-3.4)).
- SHA's page gives 206.615.3374 for the Labor Compliance Officer inside its wage complaints section ([SHA page](https://www.seattlehousing.org/do-business-us/prevailing-wage-compliance)).

## What SHA requires

SHA runs its prevailing wage compliance in LCPtracker. The [SHA page](https://www.seattlehousing.org/do-business-us/prevailing-wage-compliance) says contractors must enter electronic certified payrolls weekly through it.

The page gives no weekday, hour or day count for the due date. The [29 CFR 5.5](https://www.ecfr.gov/current/title-29/subtitle-A/part-5/subpart-A/section-5.5) clauses, where a contract includes them, require a certified payroll for each week of covered work and give no day count in 5.5(a)(3)(ii)(A).

### Two federal sources count the deadline differently

- [29 CFR 3.4(a)](https://www.ecfr.gov/current/title-29/subtitle-A/part-3/section-3.4) says each certified payroll must be delivered within 7 days after the regular payment date of the payroll period.
- The [HUD guide](https://www.seattlehousing.org/sites/default/files/DB%20and%20Labor%20Standards%20-%20Contractor%20Guide%20Addendum%20Published%20August%202022.pdf) that SHA posts says to submit promptly following the close of each pay week. HUD's January 2023 handbook says DOL regulations require submission promptly, generally within one week after the close of the payroll period ([paragraph 5-10(A)](https://www.hud.gov/sites/dfiles/OCHCO/documents/13441C5SECH.pdf)), though 3.4(a) counts from the payment date.

Ask the Labor Compliance Officer in writing which clock SHA enforces before your first week closes.

SHA ties its poster rule and wage complaint line to federal projects and does not say whether the LCPtracker rule is limited to them. Our [housing authority guide](https://wellstanding.com/guides/housing-authority-certified-payroll/) explains how funding decides coverage.

## How to get into LCPtracker

SHA says to go to lcptracker.com and use the LCPtracker Pro login link. LCPtracker emails you a User ID and password. Its [quick start guide](https://kb.lcptracker.com/support/solutions/articles/154000169999-contractor-quick-start-guide) says the Agency or the prime contractor creates every contractor account.

If the email never came, check spam and ask SHA and your prime who created your account. The quick start guide lists how to reach LCPtracker Support.

If you cannot use the system, [29 CFR 5.5](https://www.ecfr.gov/current/title-29/subtitle-A/part-5/subpart-A/section-5.5) says an agency or prime requiring one must permit other methods where you are unable or limited in your ability to use it. That condition is in the [October 23, 2023 text](https://www.ecfr.gov/on/2023-10-23/title-29/subtitle-A/part-5/subpart-A/section-5.5) and not the [August 23, 2023 text](https://www.ecfr.gov/on/2023-08-23/title-29/subtitle-A/part-5/subpart-A/section-5.5), so confirm the clause version in your contract and ask SHA in writing.

## What goes on each weekly payroll

SHA links DOL's certified payroll instructions and form, the WH-347. [The regulation](https://www.ecfr.gov/current/title-29/subtitle-A/part-5/subpart-A/section-5.5) makes it optional: the same information may go in any format, with a Statement of Compliance. Our [WH-347 guide](https://wellstanding.com/guides/wh-347/) covers the form. The [HUD guide](https://www.seattlehousing.org/sites/default/files/DB%20and%20Labor%20Standards%20-%20Contractor%20Guide%20Addendum%20Published%20August%202022.pdf) lists what each payroll shows:

| Item | What the sources say |
| --- | --- |
| Worker | Name and an individually identifying number, which the guide says is 4 digits, with the full Social Security number and address kept in your records. [29 CFR 5.5(a)(3)(ii)(B)](https://www.ecfr.gov/current/title-29/subtitle-A/part-5/subpart-A/section-5.5) also keeps telephone number and email off weekly transmittals, a change in the [October 23, 2023 text](https://www.ecfr.gov/on/2023-10-23/title-29/subtitle-A/part-5/subpart-A/section-5.5) that the guide and the [August 23, 2023 text](https://www.ecfr.gov/on/2023-08-23/title-29/subtitle-A/part-5/subpart-A/section-5.5) lack. Confirm your clause version. |
| Classification and hours | Match the work to the wage decision. Show daily and weekly hours for this project only. |
| Rate | The basic hourly rate, plus the fringe rate if the wage decision includes a fringe benefit and you do not participate in approved fringe benefit programs. List the overtime rate if overtime hours were worked. |
| Deductions | Identify "other" deductions. A voluntary one needs the employee's written authorization or a collective bargaining agreement. |

## Wage rates SHA points to

SHA lists these rate sources and does not say which governs your contract. Start with the wage decision, which the [HUD guide](https://www.seattlehousing.org/sites/default/files/DB%20and%20Labor%20Standards%20-%20Contractor%20Guide%20Addendum%20Published%20August%202022.pdf) says is normally part of the contract specifications.

| HUD maintenance rates: [routine](https://www.seattlehousing.org/sites/default/files/2024-12/HUD%20Routine%20Maintenance%20Wage%20Rates%20Through%2012-31-2026.pdf) and [non-routine](https://www.seattlehousing.org/sites/default/files/2024-12/HUD%20Non-Routine%20Maintenance%20Wage%20Rates%20Through%2012-31-2026.pdf) | HUD-52158 determinations issued to SHA under section 12(a) of the U.S. Housing Act of 1937. Effective January 1, 2025, expiring December 31, 2026. Ask SHA for the replacement before maintenance work runs into 2027. |
| [Washington State prevailing wage rates](https://secure.lni.wa.gov/wagelookup/PrvWageLookUp.aspx) | The L&I wage lookup. |

SHA also lists L&I's [scopes of work](https://lni.wa.gov/licensing-permits/public-works-projects/scopes-of-work) and [Intents and Affidavits system](https://lni.wa.gov/licensing-permits/public-works-projects/contractors-employers/) and does not say which contracts need a state filing. For how those state filings work, see our [Washington certified payroll guide](https://wellstanding.com/guides/washington-certified-payroll/).

If the wage decision lacks your classification, [SHA's request form](https://www.seattlehousing.org/sites/default/files/Request%20for%20Additional%20Classification%20and%20Rate_0.pdf) is how you ask SHA. The [HUD guide](https://www.seattlehousing.org/sites/default/files/DB%20and%20Labor%20Standards%20-%20Contractor%20Guide%20Addendum%20Published%20August%202022.pdf) says the agency then forwards an SF-1444 to DOL, which has 30 days to respond. SHA's form is from 2018 and the guide from 2022, so ask SHA which it wants.

## Who signs, and ink versus electronic

The Statement of Compliance is signed by the contractor or subcontractor, or the agent who pays or supervises the payment of the workers ([29 CFR 5.5](https://www.ecfr.gov/current/title-29/subtitle-A/part-5/subpart-A/section-5.5), [DOL WH-347 page](https://www.dol.gov/agencies/whd/forms/wh347)).

### SHA's authorization certificate

[SHA's Authorization to Sign Payrolls form](https://www.seattlehousing.org/sites/default/files/u2/Authorization_To_Sign_Payrolls.pdf) is how an owner or officer appoints a signer, and its footer says to execute it before the first payroll and submit it with that payroll. The [HUD guide](https://www.seattlehousing.org/sites/default/files/DB%20and%20Labor%20Standards%20-%20Contractor%20Guide%20Addendum%20Published%20August%202022.pdf) ties written authorization to signers other than a principal, and SHA's forms do not carve out principals, so ask the Labor Compliance Officer whether an owner or officer signing personally needs one.

### Ink or electronic

- The [HUD guide](https://www.seattlehousing.org/sites/default/files/DB%20and%20Labor%20Standards%20-%20Contractor%20Guide%20Addendum%20Published%20August%202022.pdf), which SHA posts but which does not mention SHA, states the ink rule twice. Under weekly payroll certification, it says each Statement of Compliance bears the original signature of the owner, an officer or an authorized designee, in ink, with no limit to paper. The later signature paragraph limits the ink rule to paper payrolls and rejects pencil, stamps, Xerox copies, PDFs and other facsimiles.
- Current 29 CFR 5.5 (eCFR, as of November 3, 2026) accepts an original handwritten or a legally valid electronic signature. That sentence first appears in the [October 23, 2023 version](https://www.ecfr.gov/on/2023-10-23/title-29/subtitle-A/part-5/subpart-A/section-5.5), not the [August 23, 2023 version](https://www.ecfr.gov/on/2023-08-23/title-29/subtitle-A/part-5/subpart-A/section-5.5), so confirm the clause version in your contract.

The sources point two ways. LCPtracker's help says every contractor user signs payrolls electronically with an [eSignature password](https://kb.lcptracker.com/support/solutions/articles/154000235127-add-edit-esignature), and the regulation accepts a legally valid electronic signature, but the HUD guide asks for ink in a paragraph with no paper limit. No source linked here says SHA accepts an LCPtracker eSignature as meeting HUD's ink wording, and SHA's page does not address paper submission. Ask the Labor Compliance Officer in writing which signature SHA accepts and whether anything must also go in on paper. Our [signature guide](https://wellstanding.com/guides/hud-statement-of-compliance-signature/) goes through the rule, and the [LCPtracker eSignature page](https://wellstanding.com/guides/lcptracker-esignature-problems/) covers the password.

## Weeks with no work

SHA lists a No Work Performed form and does not say when to use it. The [HUD guide](https://www.seattlehousing.org/sites/default/files/DB%20and%20Labor%20Standards%20-%20Contractor%20Guide%20Addendum%20Published%20August%202022.pdf) says an employer need not report a no-work week if its payrolls are numbered in sequence or it gave written notice that work is suspended. LCPtracker's [certification tab](https://kb.lcptracker.com/support/solutions/articles/154000169999-contractor-quick-start-guide) has options for one no-work week or several in a row. Ask SHA which it wants.

## If a payroll is late or questioned

SHA's page states no penalty for lateness. Where the [29 CFR 5.5](https://www.ecfr.gov/current/title-29/subtitle-A/part-5/subpart-A/section-5.5) clauses apply, failing to submit required records or permit worker interviews can lead, after written notice, to suspension of further payment, and can be grounds for debarment. HUD's [handbook paragraph 5-10(A)](https://www.hud.gov/sites/dfiles/OCHCO/documents/13441C5SECH.pdf), written for agency staff, says payments may be reduced or suspended after 30 days' written notice if payrolls are not submitted.

## Who to contact at SHA

[SHA's page](https://www.seattlehousing.org/do-business-us/prevailing-wage-compliance) says to contact the Labor Compliance Officer at 206.615.3374. The number sits in the page's wage complaints section. The [2018 request form](https://www.seattlehousing.org/sites/default/files/Request%20for%20Additional%20Classification%20and%20Rate_0.pdf) prints the same number under "Questions?", so confirm by phone. The [HUD guide](https://www.seattlehousing.org/sites/default/files/DB%20and%20Labor%20Standards%20-%20Contractor%20Guide%20Addendum%20Published%20August%202022.pdf) says subcontractors generally should communicate with the contract administrator through the prime, so tell your prime first.

## Questions

**Does Seattle Housing Authority require LCPtracker?**

SHA's page says prevailing wage compliance includes contractors entering electronic certified payrolls weekly through LCPtracker, without saying which contracts that covers, so check yours.

**How often are SHA certified payrolls due?**

Weekly. SHA's page gives no day count, and [29 CFR 3.4(a)](https://www.ecfr.gov/current/title-29/subtitle-A/part-3/section-3.4) and HUD's handbook ([paragraph 5-10(A)](https://www.hud.gov/sites/dfiles/OCHCO/documents/13441C5SECH.pdf)) count the week differently, so ask the Labor Compliance Officer which clock SHA enforces.

**Who can sign my payroll for SHA?**

SHA's page does not say who may sign beyond posting its [Authorization to Sign Payrolls form](https://www.seattlehousing.org/sites/default/files/u2/Authorization_To_Sign_Payrolls.pdf). [29 CFR 5.5](https://www.ecfr.gov/current/title-29/subtitle-A/part-5/subpart-A/section-5.5) names the contractor or subcontractor, or an agent who pays or supervises the payment of the workers, and the [HUD guide](https://www.seattlehousing.org/sites/default/files/DB%20and%20Labor%20Standards%20-%20Contractor%20Guide%20Addendum%20Published%20August%202022.pdf) names a principal of the firm or an agent authorized in writing.

**Must I also file with Washington L&I?**

SHA's page does not say which contracts need a state filing. Ask the Labor Compliance Officer. Our [Washington certified payroll guide](https://wellstanding.com/guides/washington-certified-payroll/) covers the state side.
