# Certified payroll requirements for City of San Marcos projects

What California public works subcontractors owe on projects where the awarding body is City of San Marcos. Project counts on this page come from WellStanding's collection of DIR project registration data.

Data updated 2026-10-27

8 projects in WellStanding's collection of DIR project registration data, as of October 27, 2026

Required direct DIR eCPR filing on this body's projects, unless a DIR exemption applies

Counts cover registrations from June 26, 2026 to October 27, 2026. Collection paused from July 7 to September 3, 2026, so counts are a floor, not a total. ## The portal situation

We have not verified a dedicated compliance portal for City of San Marcos. Your contract documents are the source of truth: if a system like LCPtracker, Elation, or PRISM is named, uploads there are the awarding body's monitoring copy. Either way the direct DIR eCPR filing under your own registration is a separate, standing obligation on non-exempt projects ([DIR eCPR FAQ](https://www.dir.ca.gov/Public-Works/ecprfaq.html)).

**DIR-approved labor compliance program.** [DIR's list of approved programs](https://www.dir.ca.gov/lcp/lcplist.asp) (data as of October 22, 2026) includes City of San Marcos, LCP ID 2020.00467, approved September 10, 2020. An approved program does not by itself end the direct DIR eCPR filing: [DIR's eCPR exemption list](https://www.dir.ca.gov/Public-Works/eCPR_exemptions.html) names only the four legacy programs. [All 195 programs](https://wellstanding.com/data/california-labor-compliance-programs/).

## Your filing duties on these projects

- **Direct DIR eCPR filing.** On a registered public works project you submit electronic certified payroll records directly to DIR at least monthly, or more often when the contract says so ([Labor Code 1771.4](https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=LAB&sectionNum=1771.4)). DIR is explicit that submitting certified payroll records to other agencies "does not put you in compliance with the state unless you submit eCPRs directly to DIR" ([DIR eCPR FAQ](https://www.dir.ca.gov/Public-Works/ecprfaq.html)).
- **Federal weekly payroll.** Contracts subject to the Davis-Bacon and Related Acts require payroll information every week, each submission with a signed Statement of Compliance ([U.S. Department of Labor](https://www.dol.gov/agencies/whd/forms/wh347)).
- **Records on demand.** You keep certified records and produce them within 10 days of receiving a written request. Miss it and you forfeit $100 for each calendar day, or part of a day, for each worker, and the Division of Labor Standards Enforcement can request that the penalty be withheld from progress payments then due ([Labor Code 1776](https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=LAB&sectionNum=1776)). From January 1, 2027, [SB 909](https://leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=202520260SB909) (Chapter 660, Statutes of 2026) raises that penalty to $140 per worker per calendar day; [what SB 909 changes](https://wellstanding.com/guides/sb-909-prevailing-wage-penalty-increases-2027/).
