## The portal situation

We have not verified a dedicated compliance portal for County of Marin Department of Public Works. Your contract documents are the source of truth: if a system like LCPtracker, Elation, or PRISM is named, uploads there are the awarding body's monitoring copy. Either way the direct DIR eCPR filing under your own registration is a separate, standing obligation on non-exempt projects ([DIR eCPR FAQ](https://www.dir.ca.gov/Public-Works/ecprfaq.html)).

**DIR-approved labor compliance program.** [DIR's list of approved programs](https://www.dir.ca.gov/lcp/lcplist.asp) (data as of October 22, 2026) includes County of Marin, LCP ID 2013.01198, approved September 11, 2013. An approved program does not by itself end the direct DIR eCPR filing: [DIR's eCPR exemption list](https://www.dir.ca.gov/Public-Works/eCPR_exemptions.html) names only the four legacy programs. [All 195 programs](https://wellstanding.com/data/california-labor-compliance-programs/).

## Your filing duties on these projects

- **Direct DIR eCPR filing.** On a registered public works project you submit electronic certified payroll records directly to DIR at least monthly, or more often when the contract says so ([Labor Code 1771.4](https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=LAB&sectionNum=1771.4)). DIR is explicit that submitting certified payroll records to other agencies "does not put you in compliance with the state unless you submit eCPRs directly to DIR" ([DIR eCPR FAQ](https://www.dir.ca.gov/Public-Works/ecprfaq.html)).
- **Federal weekly payroll.** Contracts subject to the Davis-Bacon and Related Acts require payroll information every week, each submission with a signed Statement of Compliance ([U.S. Department of Labor](https://www.dol.gov/agencies/whd/forms/wh347)).
- **Records on demand.** You keep certified records and produce them within 10 days of receiving a written request. Miss it and you forfeit $100 for each calendar day, or part of a day, for each worker, and the Division of Labor Standards Enforcement can request that the penalty be withheld from progress payments then due ([Labor Code 1776](https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=LAB&sectionNum=1776)). From January 1, 2027, [SB 909](https://leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=202520260SB909) (Chapter 660, Statutes of 2026) raises that penalty to $140 per worker per calendar day; [what SB 909 changes](https://wellstanding.com/guides/sb-909-prevailing-wage-penalty-increases-2027/).
