## What the data shows

These figures come from WellStanding's collection of DIR's PWC-100 project registration data, as of October 23, 2026, matched to CSLB license records. Collection paused from July 7 to September 3, 2026, so counts are a floor, not a total. They count contractors licensed in Mendocino County who were newly listed on public works project registrations between 2026-06-26 and 2026-10-23. Each listing starts a certified payroll clock: eCPRs to DIR at least monthly on non-exempt projects, and the federal WH-347 weekly where federal funds apply.

## Trade mix among newly listed Mendocino County contractors

- General engineering (A): 7 contractors
- General building (B): 3 contractors
- Electrical (C-10): 2 contractors
- Plumbing (C-36): 2 contractors
- Painting and decorating (C-33): 1 contractor
- HVAC (C-20): 1 contractor

## Awarding bodies Mendocino County contractors were listed for

- Mendocino County Resource Conservation District: 2 contractor listings
- Mendocino County Department of Transportation: 1 contractor listings
- City of Fort Bragg: 1 contractor listings
- Potter Valley Community Unified School District: 1 contractor listings
- DEPARTMENT OF PARKS AND RECREATION-PARK OPERATIONS: 1 contractor listings
- City of Ukiah: 1 contractor listings

The awarding body sets the portal story. The state sets the eCPR story. They are separate duties: a portal upload answers the awarding body's monitoring, and the state requires its own filing regardless, spelled out with the primary source in the duties below.

## Prevailing wage rates for your county

Prevailing wage determinations are set by craft and by county. Before the first certified payroll on a new project, pull the current determination for Mendocino County from [DIR's prevailing wage determinations](https://www.dir.ca.gov/OPRL/DPreWageDetermination.htm) and check every classification you will use. Rate and classification mistakes are the most expensive kind: they surface months later as wage assessments, not as bounced uploads.

## Your filing duties on these projects

- **Direct DIR eCPR filing.** On a registered public works project you submit electronic certified payroll records directly to DIR at least monthly, or more often when the contract says so ([Labor Code 1771.4](https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=LAB&sectionNum=1771.4)). DIR is explicit that submitting certified payroll records to other agencies "does not put you in compliance with the state unless you submit eCPRs directly to DIR" ([DIR eCPR FAQ](https://www.dir.ca.gov/Public-Works/ecprfaq.html)).
- **Federal weekly payroll.** Contracts subject to the Davis-Bacon and Related Acts require payroll information every week, each submission with a signed Statement of Compliance ([U.S. Department of Labor](https://www.dol.gov/agencies/whd/forms/wh347)).
- **Records on demand.** You keep certified records and produce them within 10 days of receiving a written request. Miss it and you forfeit $100 for each calendar day, or part of a day, for each worker, and the Division of Labor Standards Enforcement can request that the penalty be withheld from progress payments then due ([Labor Code 1776](https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=LAB&sectionNum=1776)). From January 1, 2027, [SB 909](https://leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=202520260SB909) (Chapter 660, Statutes of 2026) raises that penalty to $140 per worker per calendar day; [what SB 909 changes](https://wellstanding.com/guides/sb-909-prevailing-wage-penalty-increases-2027/).
