## The portal situation

We have not verified a dedicated compliance portal for University of CA-Berkeley. Your contract documents are the source of truth: if a system like LCPtracker, Elation, or PRISM is named, uploads there are the awarding body's monitoring copy. Either way the direct DIR eCPR filing under your own registration is a separate, standing obligation on non-exempt projects ([DIR eCPR FAQ](https://www.dir.ca.gov/Public-Works/ecprfaq.html)).

## Your filing duties on these projects

- **Direct DIR eCPR filing.** On a registered public works project you submit electronic certified payroll records directly to DIR at least monthly, or more often when the contract says so, under your own PWCR registration ([Labor Code 1771.4](https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=LAB&sectionNum=1771.4)). DIR is explicit that submitting certified payroll to the awarding body, the prime, or a portal "does not put you in compliance with the state unless you submit eCPRs directly to DIR" ([DIR eCPR FAQ](https://www.dir.ca.gov/Public-Works/ecprfaq.html)).
- **Federal WH-347 weekly** when federal money is in the project, with the Statement of Compliance signed ([U.S. Department of Labor](https://www.dol.gov/agencies/whd/forms/wh347)).
- **Records on demand.** A written request for certified payroll records starts a 10 day clock. Miss it and the penalty is $100 per worker per calendar day, enforceable by withholding from your progress payments ([Labor Code 1776](https://leginfo.legislature.ca.gov/faces/codes_displaySection.xhtml?lawCode=LAB&sectionNum=1776)). From January 1, 2027, [SB 909](https://leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=202520260SB909) (Chapter 660, Statutes of 2026) raises it to $140 per worker per calendar day; [what SB 909 changes](https://wellstanding.com/guides/sb-909-prevailing-wage-penalty-increases-2027/).

## Working for a public agency

Whoever the awarding body is, California's baseline does not move: on a registered public works project you file eCPRs directly with DIR at least monthly under your own PWCR registration, and you answer any Labor Code 1776 records request within 10 days or face the $100 per worker per day penalty.
