ADP certified payroll in California
ADP Run and ADP Workforce Now run payroll well. Neither one produces California's DIR eCPR, the filing your progress payment depends on. Here is what each ADP product covers, where the ADP marketplace add-ons stop, and the two minute bridge across the rest.
ADP Run or ADP Workforce Now: which one are you on
ADP sells two different products, split by company size, not one product with two names. ADP's own product page puts RUN Powered by ADP at 1 to 49 employees and Workforce Now at 50 to 1,000 plus. A sub with 5 to 50 workers, our typical reader, is running RUN or sitting at the small end of Workforce Now, not the enterprise HR suite the name "Workforce Now" suggests. The certified payroll gap below is the same on both: company size changes which ADP marketplace app applies to you, not whether the state duty exists.
What ADP gives you
Both platforms produce a clean payroll register: workers, hours, rates, earnings, and deductions, plus a project split once job costing is turned on. That export carries everything a certified payroll filing is built from, which is the highest compliment a payroll system can earn, because the export is what everything else gets built from.
What neither platform does on its own
- No certified payroll report is built in. Neither RUN nor Workforce Now ships a WH-347 or a state prevailing wage report as a standard feature. That function lives in ADP's own marketplace as a separate paid app: Points North for RUN Powered by ADP, or for Workforce Now, Points North's own Workforce Now edition or Dapt Certified Payroll and Prevailing Wage Processing.
- No edition we found produces the California DIR eCPR XML. Points North's RUN listing runs four editions: Basic covers the federal WH-347 report only; Deluxe and Premier both add state and municipal reports on top, and read as feature identical to each other on the public page; and a fourth, unpriced Request a Quote edition carries no published bullets beyond the same secure integration and support line. Pricing, and any eligibility by company size, sits behind an ADP Marketplace login on every tier. Dapt's Workforce Now Next Generation listing adds LCPtracker-compatible files to the WH-347 and state reports. None of the published feature pages we read, at any tier, name California's DIR eCPR XML, the electronic format DIR's upload system takes in place of the hand typed iForm.
- No Statement of Compliance for the state filing. Whatever produces your WH-347, the certification under Labor Code section 1776 that makes a California payroll record certified is not something ADP or its marketplace apps sign. That stays yours either way.
The state duty does not wait on a marketplace subscription. On non-exempt public works, eCPRs go directly to DIR at least monthly, more often if the contract says so. Contractors and subcontractors must themselves be registered with DIR to bid on or work on a public works project awarded on or after April 1, 2015, and separately the awarding body has to register the project itself with DIR on the PWC-100 before an eCPR can go through at all. DIR says plainly that submitting records to a union, a prime contractor, or an awarding body does not put you in compliance with the state unless you submit eCPRs directly to DIR.
