Certified payroll for ADP
ADP is enterprise-grade payroll, and its certified payroll reporting is aimed at the federal form. California's eCPR is a different animal, and it is the one your progress payment depends on for state work.
What ADP gives you
ADP's platforms, RUN and Workforce Now, produce reliable payroll and support certified payroll reporting oriented to the federal WH-347: workers, hours, rates, earnings, deductions in a report a contractor can carry to the form. ADP's exports are consistent and complete, which from where we sit is the highest compliment a payroll system can earn, because the export is what everything else gets built from.
What it cannot do
We found no native path from ADP to the California DIR eCPR XML, the file the state's upload system takes in place of hand-typing the iForm. Construction compliance around ADP generally means a marketplace add-on: a second product, with its own subscription, its own learning curve, and you still driving it weekly. Meanwhile the state duty does not wait: on non-exempt public works, eCPRs go directly to DIR at least monthly under your own registration, and uploading to the GC's portal does not satisfy it.
ADP shops also tend to be exactly the crews where the manual iForm hurts most: 15 to 50 workers, multiple concurrent projects, a payroll admin whose week is already full. Thirty workers times three projects, typed into a state portal per filing period, is not a job anyone at your office wants.

The one time $995 setup maps your layout: earnings codes to straight time and overtime, your fringe and deduction codes to the buckets the filings require, workers to projects and crafts. Weekly after that: your export in, a finished WH-347 with Statement of Compliance plus a validated DIR eCPR XML back, rates sanity checked against the project's published wage determination, a person reviewing every file. ADP itself stays exactly as configured. We never touch your payroll processing, your taxes, or your money.
