Certified payroll for Paylocity
Paylocity runs payroll for a lot of small California trade contractors, and its own glossary has an entry that explains certified payroll in general federal terms. That entry is a definition, not a feature. Paylocity's product pages do not claim it produces Form WH-347, checks a rate against a prevailing wage determination, or files California's DIR eCPR. Here is exactly what Paylocity covers, where a third party add-on picks up part of the gap, and what still lands on you.
What Paylocity gives you
Paylocity sells payroll in three tiers built around company size and feature depth. Its own small business page states that organizations with 1 to 50 employees are eligible for the Small Business Grow tiers, which covers the crews we build filings for, up to 50 workers. Express handles payroll and employee self service. Enrich adds HR, time and attendance, and payroll to general ledger visibility. Elite adds talent tools, expense management, and what Paylocity labels Compliance Management and E-Verify, which is I-9 and work authorization checking, not prevailing wage compliance. None of the three tiers lists a certified payroll report, a prevailing wage rate table, or a state filing among its features. Whichever tier you run, the export underneath, workers, hours, rates, earnings, and deductions, carries what a certified payroll filing is built from.
What Paylocity's own pages say, and do not say
Paylocity's certified payroll glossary entry walks through the Davis-Bacon Act, the weekly WH-347, and federal penalties for noncompliance, then points readers back to Paylocity's own payroll software with no claim that the software produces the form itself. Its prevailing wage entry is the same kind of explainer. Neither page names California's DIR eCPR XML, the electronic file DIR's public works portal requires in place of a hand typed record.
A third party integration fills part of that space. HCM TradeSeal builds a Paylocity specific product it describes on its own page as a pre-payroll validation layer for prevailing wage and union compliance, stating plainly that "Paylocity processes payroll. It does not natively validate prevailing wage compliance prior to execution." TradeSeal's own description covers checking pay rules and fringe credits before a payroll run, not generating the WH-347 or the DIR eCPR XML, and its published page does not mention California's eCPR system.
The state duty runs on its own clock either way. On a non-exempt California public works project, DIR's own eCPR FAQ requires eCPRs at least monthly, more often if the contract with the awarding body says so, and states directly that submitting records to a union, a prime contractor, or an awarding body does not put a contractor in compliance with the state unless eCPRs go to DIR itself. DAS 140 and DAS 142, from the same export
Most California public works jobs also carry the DAS 140 and DAS 142 apprenticeship forms, and neither runs on a payroll period. The DAS 140 notice is due within 10 days of the date you sign the contract, and no later than your first day with workers on the job, under 8 CCR 230. The DAS 142 dispatch request needs at least 72 hours notice, excluding weekends and holidays, under 8 CCR 230.1. Paylocity's payroll tiers and TradeSeal's validation layer both work from pay period data, so neither one produces either form. We prepare both from the same project details you already send us at setup, when a project calls for them.
