DIR eCPR login not working: what changed, and the fix

Your old PWC-100, PWCR, or eCPR password is not broken. It is retired. DIR's own Public Works FAQ says it directly: those logins do not carry over into the modernized system. Here is what actually happened, and the fix for each way that migration still traps contractors.

Why your old login stopped working

DIR retired PWC-100, PWCR, and the original eCPR system and replaced them with one portal, describing the change as a "single, unified, and reliable system replacing PWC100, PWCR, and eCPR websites to streamline user experience and remove duplicative processes," per its own public works website upgrade notice. That new portal lives at services.dir.ca.gov/pw.

The part that trips people up is the account itself. DIR's FAQ answers the question plainly: "As we move to a modernized Public Works Website Services, users will have to register new user accounts, previous logins will not work" (DIR, Public Works FAQ). There is no password reset that fixes this. There is no username recovery. The old account is gone, and the fix is a new one, then linking that new account to your existing contractor or organization record.

If you have not been inside the portal since before the migration, start with a new account, not a password reset. Everything below assumes you have registered a new user account and are now hitting a specific symptom on top of that.

The fix for each symptom

These are the exact problems DIR's own FAQ addresses, in the order contractors actually hit them, with the fix DIR gives for each one.

Two other failures that get called the same thing, and are not this

"The DIR system is not working" covers three different problems, each with its own fix.

  • Account and login problems, covered above, mean you cannot get into the portal, or you are in but not linked to the right organization or project.
  • An eCPR XML upload that bounces or loads blank is a file problem. You are logged in and inside the right project, and the file itself fails the schema. See DIR eCPR XML upload errors.

When the problem is DIR's system, not your account

Account fixes assume the portal itself is up. It is not always up. In a December 2015 notice about the original eCPR system's rollout, on its public works notices page, DIR said it "does not want contractors to be penalized just because they are having some difficulty using DIR's eCPR system." That notice was scoped to the system DIR was still developing at the time, with the next upgrade expected "before the end of 2016," not the modernized portal at services.dir.ca.gov/pw this guide covers, and DIR has not made an equivalent statement about the current system. Even if it had, that would not be a guarantee against a penalty for a late filing under Labor Code section 1771.4, which gives a 14-day grace period before any penalty accrues and caps the penalty at $100 per day up to $5,000 per project. Screenshot the error, note the time, and email publicworks@dir.ca.gov so you have a record if the delay runs past your deadline. A true outage looks different from an account problem: the page will not load at all, or throws the same generic error for everyone, rather than telling you your organization was not found. Questions

Why isn't my login for PWC-100, PWCR, or eCPR working anymore?
Because DIR replaced all three legacy systems with one modernized Public Works Website Services portal, and old logins were retired in that move. DIR's own FAQ states it directly: previous logins will not work. Register a new user account at services.dir.ca.gov/pw, then link that account to your organization. There is no password reset that restores the old login.
Will DIR's website issues affect all contractors submitting eCPRs?
Not evenly. Account and login problems, the most common complaint, hit anyone still using retired credentials or a new account not yet linked to the right organization. A true system-wide outage, where the portal will not load for anyone, is separate and less common, and DIR has said in a notice that it does not want contractors penalized for difficulty using the eCPR system. A bounced XML upload only affects that one file.
What's new with DIR's Public Works website?
DIR consolidated three previously separate systems, PWC-100 project registration, PWCR contractor registration, and the original eCPR filing system, into one portal at services.dir.ca.gov/pw, describing it as a single, unified system meant to remove duplicate processes. I can't find my organization when I try to link my account. What do I do?
First confirm your organization actually has a DIR account, since some contractors are searching for one that was never created in the new system. If it should exist, search by how it is officially registered rather than its common name, and check any similarly named result with the "View Details" button in case it is a duplicate or a different entity entirely.
There's a duplicate account for my organization. How do I fix it?
Confirm it is actually a duplicate by comparing the address and account creation date on each listing, since two organizations can share a similar name legitimately. Once confirmed, contact DIR directly to have the duplicate removed or consolidated, then link your account to the single account that remains.
Projects are missing from my dashboard. Where did they go?
They are usually still there, filtered out or buried in a long list. Check for an active filter first, then use the search bar and pagination if your project count is large. As a contractor, use the "Request Addition to Project" function for a project you should be on. If an entire awarding body's projects are missing, that is a case for DIR directly rather than a setting on your end.
I registered a brand new contractor account. Why can't I join a project?
A user account alone is not enough. DIR requires an active public works contractor registration underneath that account before it will let you request addition to a project. If your registration lapsed or was never completed in the new system, that is the step to fix first.
