Paycom certified payroll in California
Paycom's own government compliance software lists "certified payroll" among the reports it produces, on its government and compliance page. Paycom's own blog post on the subject covers the federal WH-347 and never mentions California. Nothing on Paycom's site names the California DIR eCPR filing. Here is what Paycom covers, where it stops, and the bridge across the rest.
What Paycom gives you
Paycom runs payroll and HR from one system, and its Report Center builds a custom report from any field, then filters, sorts, and schedules it, useful for pulling worker, hours, rate, and project data cleanly, which is what a certified payroll filing is built from. Paycom's compliance software also lists a named "certified payroll" report among its government reports, per that same compliance page, and its blog post tells readers to look for software that can "retain records and easily transmit your employees' payroll data into a government-required form, like the WH-347."
What it does not say, and what we could not find
- No published detail on the report's format. Paycom names the certified payroll report but does not say whether its output is a WH-347 layout or something else. The same compliance page names "California pay data" as a separate report, for pay data reporting, not prevailing wage.
- No tie between California and prevailing wage, DIR, or eCPR on Paycom's site. Paycom's compliance page lists "California pay data" once, in the same bulleted list as FLSA, FMLA, and EEO-1 reports, not tied to certified payroll. The blog post is federal in scope: Davis-Bacon, the WH-347, general recordkeeping. Neither page names California's prevailing wage law or the DIR eCPR system public works subs here must file into.
- No marketplace add-on to buy, unlike ADP. ADP subs facing this same gap can turn to a paid marketplace app such as Points North, covered on our ADP page. We found no Paycom app store or marketplace listing a certified payroll add-on, and Points North's own list of integration partners names ADP, Paychex, Paycor, UKG, Workday, Rippling, QuickBooks, and Deltek, not Paycom. There is no bolt-on inside the Paycom ecosystem to buy instead.
- No Statement of Compliance for the California filing. The declaration under Labor Code section 1776 that a California payroll record must carry, made under penalty of perjury, is not something Paycom signs. That stays yours regardless of which system produced the numbers.
The state duty runs on its own clock either way. Non-exempt public works projects go to DIR at least monthly, more often if the contract sets a shorter cycle, and DIR says directly that filing with a union, a prime contractor, or an awarding body does not put you in compliance with the state unless the eCPR goes to DIR itself. How our mapping works with Paycom
Send us the report you already build in Paycom's Report Center: workers, hours, rates, project codes if you track them. The one time $995 setup maps your layout, earnings codes to straight time and overtime, fringe codes to the buckets the filings need, workers to projects and craft classifications. From then on, every pay period: your export in, a finished WH-347 with the Statement of Compliance staged for signature, a validated DIR eCPR XML back, rates checked against the project's published determination, a person reviewing every file. We also prepare DAS 140 and DAS 142 filings from the same export when a project calls for them. Your Paycom setup does not change, and we never log into your payroll or touch a worker's pay.
Pricing, published
$995 one time setup. $249 per month flat for crews up to 25 workers, every project, both filings, every week. Crews of 26 to 50: $449 per month, still flat. First filing free on your own live project. Full comparison in outsourcing certified payroll: four options, or the service breakdown at certified payroll service for California subs.
