Caltrans File Transfer or LCPtracker: how to tell which your contract uses
This page compares Caltrans's two payroll tracks using the pre-job checklists on its Labor Compliance page, the File Transfer Quick Guide, and the 2025 Standard Specifications. All were read on November 4, 2026, and the LCPtracker help articles cited carry no dates.

The short answer
Caltrans documents describe a web-based route through LCPtracker and an electronic PDF route through File Transfer. The LCPtracker checklists carry a clear marker, the heading LCPtracker Project, and the other checklists do not name File Transfer. Caltrans documents also disagree on whether the routes are separate, so confirm against your contract.
- The state LCPtracker pre-job checklist (revised 1/2026) is headed LCPtracker Project, and the state contract checklist (revised 07/2025) has no such heading and never uses the words File Transfer.
- Caltrans's File Transfer Quick Guide points to transfer.dot.ca.gov and asks for each file to be named with the document type, week ending, contract number and company name.
- The state contract checklist without the LCPtracker heading says CEM-2503, the Statement of Compliance, is due with each weekly payroll and that electronic submissions must be in unmodifiable PDF format.
- The state LCPtracker checklist makes the prime the prime approver, who approves all subcontractor payrolls before Caltrans can review them, a step the state contract checklist without the heading does not contain.
- Section 7-1.02K(3) of the 2025 Standard Specifications says to submit certified payroll through LCPtracker Pro, while the Quick Guide calls File Transfer separate from LCPtracker Pro projects.
- Section 5-1.02 of the 2025 Standard Specifications ranks special provisions first and standard specifications third when contract parts conflict.
How to tell which track your contract is on
Start with the pre-job checklist, which Caltrans's Labor Compliance Manual says every project team member gets. One heading is an explicit marker:
- LCPtracker: the state checklist (revised 1/2026) and the federal-aid checklist (1/2026) carry the line LCPtracker Project under their contract heading.
- No LCPtracker heading: the state contract checklist (revised 07/2025) and the federal-aid contract checklist (1/2026) lack that line. They say payrolls may be submitted electronically, in unmodifiable PDF format, after a Contractor's Acknowledgement Form is completed.
Those checklists never use the words File Transfer. Their wording matches the Quick Guide process and the sequence the 2023 manual describes (below), but no Caltrans document labels them File Transfer checklists. Treat the match as a pointer.
The Labor Compliance page lists nine checklists. Two carry the LCPtracker Project heading. The other seven are the two contract checklists above, the state maintenance, federal-aid maintenance, and state services checklists, and the state and federal-aid architectural and engineering (A&E) checklists. All seven use the unmodifiable PDF and Acknowledgement Form wording. Only the state and federal-aid contract types have an LCPtracker version on that page, so the heading test cannot separate the tracks for the other five types. A maintenance, services or A&E subcontractor should ask the Labor Compliance office which route applies.
The second pointer is your contract: the 2023 manual tells Caltrans staff to direct contractors to the web-based system as the contract provisions require. No Caltrans document cited here says the contract number reveals the track. Chapter 8 of the manual says that on Construction-administered projects the signed original checklist stays in the Labor Compliance office, so for a copy contact the office for the project's district or region.
File Transfer and LCPtracker side by side
The File Transfer column draws on the Quick Guide, the user guide, and the seven checklists without the LCPtracker heading. The other column draws on the two LCPtracker checklists.
| Item | File Transfer route | LCPtracker contract |
|---|---|---|
| Portal | transfer.dot.ca.gov, with a username and password from Caltrans. | LCPtracker. See the note below on subcontractor accounts. |
| Format | Unmodifiable PDF files when payroll is submitted electronically, which the checklists say it may be. The site will not overwrite a file with the same name. | Payroll records entered in the system or loaded from a payroll export or Excel template, per LCPtracker's quick start guide. |
| File names | Document type (for example CPR), week ending, contract number, company name, and any other identifiers needed to avoid duplicate names. No symbols. | No naming rule appears in the checklists or help articles cited here. |
| Statement of Compliance | CEM-2503 is due with each weekly payroll. | The checklists refer to the electronic Statement of Compliance and do not name CEM-2503. |
| Prime approval | None in those checklists; the prime should ask subcontractors to notify it when they submit. | The prime approves all subcontractor payrolls before Caltrans can review them. |
| No Work Certifications | Not named in those checklists. | Required of every contractor for each non-working week after the initial work week through the end of the project. |
| Setup form | Contractor's Acknowledgement Form, completed by the prime and each subcontractor. | Contractor Set-Up Form, completed by the prime. For a user account, section 7-1.02K(3) says to submit the LCPtracker Vendor Access Request form, which a 2020 directive calls CEM-2500 and says the contractor emails to district labor compliance staff. |
The acknowledgement and the prime approver
Caltrans's electronic transmission section lists the Request for Electronic Submission of Certified Payroll Records, which has an acknowledgment statement for the prime to sign and a different, shorter one for each subcontractor to sign. The form says the subcontractor must give the prime a copy. Chapter 7 of the online manual links this form as the Contractors Acknowledgement to submit to the appropriate Labor Compliance Office, though the checklists do not name it by title. The 2023 manual describes the same sequence: the Acknowledgement goes to the Labor Compliance Office, which replies with a username and password, and the contractor then follows the file transfer guide on the Labor Compliance page.
LCPtracker's Prime Approver Guide says the agency decides whether the prime approver module is on, so ask how your project is set up. The checklists make the prime responsible for setting up accounts for all subcontractors, while the guide says the agency decides whether contractors and lower tier subs set up their own subs, and that the prime may set up all subcontractors if it chooses. See the LCPtracker setup guide and the no-work guide.
What the state and federal-aid contract checklists share
The state LCPtracker and no-heading checklists agree on these points, and the federal-aid pair uses the same 15th and withhold wording:
- Weekly, with a 15th backstop. Anything not yet submitted is due on or before the 15th of the month for the previous month's work.
- The withhold. If the prime fails to submit the required documents, up to 10 percent of the progress payment is withheld for the month ($1,000 minimum, $10,000 maximum). For Minor B and Emergency contracts, all payments due to the contractor are withheld. Section 7-1.02K(3) sets a withhold of up to 10 percent of the monthly progress estimate, exclusive of mobilization. See the delinquent payroll notice.
- The fringe statement. CEM-2501 goes in with the first payroll and when fringe benefits or subsistence amounts change. See the CEM-2501 guide.
The maintenance and services checklists differ. The state maintenance, federal-aid maintenance and state services checklists say payrolls are due with the invoice, give no 15th date, and say all payments due to the contractor are withheld if the prime fails to submit the required documents.
Caltrans's documents disagree on whether the tracks are separate
The Quick Guide (© Caltrans 2020) says its process is exclusive of and separate from projects that use LCPtracker Pro. Section 7-1.02K(3) of the 2025 Standard Specifications says to submit certified payroll records electronically using LCPtracker Pro, and does not limit that to some contracts. A directive dated December 16, 2020 ties that requirement to the revised specifications of October 16, 2020 and applies to contracts that include it, so check whether yours does. None of these documents explains how a File Transfer contract fits with section 7-1.02K(3).
The 2025 text quoted here applies to contracts that incorporate the 2025 edition. Caltrans's July 20, 2026 memo requires the 2026 edition on projects submitted to its Division of Engineering Services on or after October 19, 2026, and the 2026 edition repeats the same 7-1.02K(3) wording on LCPtracker Pro and the withhold. Check which edition your contract uses.
To resolve it:
- Read the contract. Find the payroll language in section 7-1.02K(3) and any special provision that changes it. Section 5-1.02 of the Standard Specifications ranks special provisions first and the standard specifications third when contract parts conflict, and says to submit a request for information (RFI) when a discrepancy is found or confusion arises.
- Compare it with your checklist. Section 5-1.02 does not name pre-job checklists among the Contract parts it ranks, so it gives no ranking between a checklist and the contract. As a practical step, not something the section says, ask your Labor Compliance contact and your prime which route applies, in writing, before you change how you send payroll.
Sending payroll the wrong way
The 2023 manual says that on contracts subject to the web-based payroll system, mailed or faxed payroll is not accepted and failure to use the system may bring a penalty. It says payroll with personal information should not be emailed. Its payroll security section also says Caltrans will continue to accept paper records, and it sets storage rules for hard copies on contracts not subject to the contractual requirements of a web-based reporting system. It does not say which contracts those are, and section 7-1.02K(3) of the 2025 and 2026 editions says to submit certified payroll records electronically using LCPtracker Pro with no stated exception. Ask your Labor Compliance contact before sending paper.
What we prepare
WellStanding prepares your Caltrans payroll documents from the payroll export you already run, and a person reviews them. You review and sign; the certification is always yours and we never sign for you.
