Iowa DOT Form 830176 and how certified payroll works in Iowa

The rules below come from Iowa DOT's Attachment D to I.M. 6.000 (May 30, 2025) for local projects, its Construction Manual section 2.20 (revised 1/31/20) for DOT-administered projects, and the blank Form 830176, read November 5, 2026.

The short answer

Form 830176 is Iowa DOT's weekly certified payroll form for federal-aid work, including local public agency projects. On local-agency projects, submit it within seven days after the week ends, to the Project Engineer or through Doc Express. The prime submits subcontractor payrolls. No prevailing wage chapter appears in the 2026 Iowa Code's Title II or III lists, so read your proposal for what applies.

  • On local public agency projects, Attachment D to I.M. 6.000 (May 30, 2025) says required payrolls are submitted weekly and within seven days after the last day covered, and on DOT-run jobs the Construction Manual 2.20 office checklist looks for a transcript within one week after the payroll period.
  • The blank Form 830176 on Iowa DOT's forms site is marked Revised (9/26) and follows the WH-347 layout, with a Project Engineer's Date Rec'd and Checked by line and a Statement by Prime Contractor that the West Virginia DOT copy of the current WH-347 does not have.
  • Attachment D requires corrections on a supplemental transcript labeled like No. 15 Supplemental, and says the original transcript will not be returned.
  • When a contractor's payrolls are not received within two weeks of the period covered, or a subcontractor's within three, Attachment D (Project Engineer's staff) and Construction Manual 2.20 (residency staff) say staff should advise the prime in writing that progress payments will be withheld.
  • The 2026 Iowa Code chapter list for Title III, Public Services and Regulation, has labor chapters on wage payment collection, construction contractors and minimum wage but none on prevailing wage, and public-contract chapters 72, 73 and 73A contain no wage or payroll provisions.
  • On CDBG jobs the 2024 CDBG Management Guide applies its labor standards to construction contracts over $2,000 and has each contractor send weekly payrolls to the recipient's Labor Standards Compliance Officer, on the WH-347 or an alternate form with the same information.

What Form 830176 is, and when Iowa asks for it

If a payroll is late on an Iowa DOT or local-agency job, Iowa DOT's Construction Manual has the residency staff warn the prime in writing that progress payments will be withheld, and Attachment D does the same through the Project Engineer's staff. A wrong payroll goes on a supplemental transcript, and Attachment D (D.12) says the original is not returned. Form 830176 is the weekly payroll form behind both. The Construction Manual says federal-aid regulations may require a "Certified Transcript of Labor Payroll," and that the proposal will say so.

No prevailing wage chapter appears in the 2026 Iowa Code lists for Title III (public services and regulation, whose labor chapters cover wage payment collection, construction contractors and minimum wage) or Title II (elections and official duties). The public-contract chapters 72, 73 and 73A contain no wage or payroll provisions. What holds in every state is in our WH-347 guide and the state-by-state table.

Attachment D covers local-agency projects and sends DOT-administered projects to Chapter 2 of the Construction Manual. It and Construction Manual 2.20 cite Section IV 3 of FHWA-1273. In the form FHWA revised June 25, 2026 the weekly payroll clause is Section III, 3.b.(1). See what changed in FHWA-1273.

Who submits it, to whom, and when

  • Weekly, within seven days. On local public agency projects, Attachment D says payrolls are submitted weekly and within seven days after the last day covered. On DOT-run jobs, the Construction Manual 2.20 office checklist looks for the transcript within one week after the payroll period.
  • The prime submits for subs. The contractor collects, signs and submits approved subcontractors' payrolls as a group, and signs each subcontractor's Statement of Compliance (Attachment D).
  • Doc Express. The Project Engineer marks an upload received after the review checks, and that date goes in the Date Rec'd box (Attachment D). On DOT-run jobs, Construction Manual 2.20 (E) also takes scans uploaded to Doc Express.
  • Classifications. List the craft exactly as in the wage decision; "Operator Group 2" alone is not acceptable (Attachment D).

Signatures and scans. The sources conflict. FHWA-1273 Section III 3.b.(5) requires an original handwritten or legally valid electronic signature, and DOL's WH-347 page says photocopies or scanned copies of signatures do not satisfy its requirement. Attachment D (2.24 E) and Construction Manual 2.20 (E) accept a scan of the Statement of Compliance and payrolls by email or Doc Express if you retain the Statement with its original signature. Keep the original if you submit a scan, as both require. Ask the Project Engineer in writing which rule applies. A handwritten original is consistent with both 3.b.(5) and 2.24 E.

The current form

The blank on Iowa DOT's forms site is marked "For Contractor's Optional Use" and marked Form 830176 Revised (9/26) at the top left under the title. Its columns (1A to 9) follow the WH-347 layout, as in the West Virginia DOT copy of the current WH-347 (Rev. January 2025), which has neither a Project Engineer's office line nor a Statement by Prime Contractor. Form 830176 adds both:

FieldWhat it is for
Date Rec'd Project Engineer's Office, Checked byLeft for the Project Engineer's office
Statement by Prime ContractorWhen the prime received a subcontractor's payroll and forwarded it, signed with a title

The samples in the manual's Appendix 2-14 are older: a "12-09" mark near the top, pages dated 01/30/15.

Form 830176 or your own payroll form

The blank is marked optional, but Attachment D (section 2.24 D) says to use Form 830176 when preparing and submitting payrolls. It and Construction Manual 2.20 accept an alternate form with the FHWA-1273 information and say contractors with permission to use their own form must attach a copy of the Statement of Compliance. Ask the Project Engineer first.

What happens when a payroll is late or needs correction

A late payroll

When the prime's payrolls are not received within two weeks of the period covered, staff should tell the prime in writing which are missing and that progress payments for the work will be withheld. For a subcontractor it is three weeks, withheld on the subcontracted items. Attachment D gives this to the Project Engineer's staff on local-agency projects, where item 3 (Wage Rates) also has the Project Engineer advise the local agency's person in responsible charge (PIRC) to withhold payments on items where payrolls are overdue or need corrective action. Construction Manual 2.20 gives it to the residency staff on DOT-run projects. Each office checklist is stricter: a transcript within one week after the payroll period, and estimates shall be withheld until its requirements are fulfilled.

Failure to submit records

Under Attachment D, section 2.24 D.13, if a contractor fails to submit required records or make them available, Iowa DOT, FHWA or DOL may, after written notice, suspend further payments. Payment should be withheld on the items contracted to the contractor in violation, and payment to subcontractors who submit correct payrolls should not be withheld because of another subcontractor's mistakes. Failing to submit records on request may be grounds for debarment action. Construction Manual 2.20 (D.12) has a similar provision, worded as withholding only from the prime and subcontractors in violation.

Fixing an error: the supplemental transcript

  1. Do not expect the original back. Attachment D says it is not returned, though copies marking the corrections may be supplied.
  2. Label it. Under Attachment D, section 2.24 D.12, use the payroll number plus Supplemental, such as No. 15 Supplemental, and list just the employees the error affected.
  3. Subcontractors go through the prime. D.12 sends a subcontractor's correction to the prime first, and says you may be asked for a notarized employee statement or both sides of a canceled check.

Projects that cross wage zones

Iowa wage decisions group counties and cities into zones. If a project crosses zones, Attachment D lets the contractor pay the higher zone's rates or each employee's rate for the zone worked.

CDBG jobs through IEDA

The 2024 CDBG Management Guide applies its labor standards to construction contracts over $2,000 and exempts housing conversion projects of seven or fewer units from Davis-Bacon. It has each contractor and lower-tier subcontractor send weekly payrolls to the recipient's Labor Standards Compliance Officer. A week with no work needs no payroll.

IEDA and IFA's undated training slides say the new WH-347 "must be used starting 1/1/2026," which the guide does not say. Ask the city which form its labor compliance contact takes; which WH-347 version to use covers the form.

IFA housing jobs

IFA's Davis-Bacon process document refers to ARRA and TCAP materials and carries an embedded title dated 10/14/10, so treat it as old. It has the general contractor send IFA payroll copies within 10 days of receipt.

Questions

Does Iowa require certified payroll on a job with no federal money?
The sources tie Form 830176 to federal funds and the proposal, so read the contract's labor clause. The Construction Manual says the proposal will say if federal-aid rules require it.
Who submits a subcontractor's Form 830176?
The prime. Attachment D has the contractor collect, sign and submit approved subcontractors' payrolls as a group.
I found a mistake in a payroll I already submitted. What now?
Submit a supplemental transcript labeled with the payroll number, such as No. 15 Supplemental, listing just the affected employees.
Who withholds progress payments for a late payroll?
Residency staff on DOT-run jobs (Construction Manual 2.20) and the Project Engineer's staff on local-agency jobs (Attachment D) warn the prime in writing at two weeks without payrolls, or three for subcontractors, that progress payments will be withheld. On local-agency jobs the Project Engineer also advises the PIRC to withhold on overdue or incorrect items. Each office checklist says estimates shall be withheld until its requirements are met.
