Which certified payroll portal each California agency uses
One row per awarding body, each read on the body's own page, with the DIR rule on whether you also file the eCPR with the state. Every row is dated.
Pages read October 23, 2026
The short answer
It depends on the agency: LCPtracker at San Francisco, LA County and LACCD; PRISM Compliance Management at the City of San Diego; Elation Systems at BART. A portal is the agency's copy, so you also file the DIR eCPR unless a legacy program monitors the project, a qualifying project labor agreement covers it, or the small project exemption applies.
- The City of San Diego names PRISM Compliance Management as its system of record for certified payroll (City of San Diego).
- The County of Los Angeles Public Works says all certified payroll records are submitted on both the DIR system and LCPtracker (LA County Public Works).
- BART contractors submit certified payroll through Elation Systems and are also required to submit it to DIR (BART).
- San Francisco names LCPtracker as the online service it uses for city contractors (San Francisco), and LACCD requires weekly certified payroll through LCP Tracker on projects awarded after October 2014 (LACCD).
- DIR's FAQ says submitting certified payroll records to other agencies does not fulfill the requirement to submit them to the Labor Commissioner, and that the Labor Commissioner has exempted projects monitored by the four legacy programs (Caltrans, the City of Los Angeles, LAUSD and the County of Sacramento), projects covered by a qualifying project labor agreement and projects covered by the small project exemption (DIR certified payroll FAQ); DIR's exemptions page says the legacy programs and project labor agreements are exempt until further notice (DIR exemptions page).
Portal by awarding body
Click a column heading to sort. The portal is the system the body's own page names for certified payroll. The frequency column is filled in only where the body's page, or a document that page links, gives one or says it varies by contract.
| Awarding body | Portal | How often | Also file with DIR? | Page read |
|---|---|---|---|---|
| BART Guide: Elation Systems | Elation Systems (BART page) | Not stated on the page | Yes BART's page also tells contractors to submit certified payroll to DIR. | |
| Caltrans Guide: Caltrans and LCPtracker | Caltrans File Transfer, or LCPtracker on contracts that use it (Caltrans page, File Transfer quick guide, State contract LCPtracker checklist, Federal-aid contract LCPtracker checklist) | Weekly, on contracts that use LCPtracker (Caltrans state contract LCPtracker checklist) | Exempt on projects its legacy program monitors | |
| City and County of San Francisco Guide: LCPtracker vs DIR | LCPtracker, the online service San Francisco says it uses for city contractors (City and County of San Francisco page) | Not stated on the page | Yes | |
| City of Los Angeles Guide: OCPS | OCPS, the City's Online Certified Payroll System (City of Los Angeles page) | Weekly (City of Los Angeles labor compliance FAQ) | Exempt on projects its legacy program monitors | |
| City of San Diego Guide: PRISM Compliance | PRISM Compliance Management, which the City calls its system of record (City of San Diego page) | Not stated on the page | Yes The City's page also tells contractors to submit to DIR when applicable. | |
| County of Los Angeles Public Works Guide: LCPtracker vs DIR | LCPtracker, the County's electronic certified payroll reporting system (County of Los Angeles Public Works page) | Varies by contract, per the County | Yes The County says all certified payroll records go on both the DIR system and LCPtracker. | |
| County of Sacramento | The County's labor compliance page names no portal (County of Sacramento page) | Not stated on the page | Exempt on projects its legacy program monitors | |
| LA Metro Guide: LA Metro | Metro's online monitoring system; the page names no vendor (LA Metro page) | Weekly (LA Metro Labor Compliance Manual, Feb 2024, linked from Metro's page and hosted on Dropbox) | Yes Metro's manual says contractors registered with DIR must also submit to DIR through the eCPR system, except on Project Labor Agreement contracts. | |
| LACCD Guide: Community college districts | LCP Tracker, as the district's page spells it (LACCD page) | Weekly, on projects awarded after October 2014 | Yes The District's page describes a Project Labor Agreement; DIR exempts projects covered by a qualifying one, so check your contract. | |
| LAUSD Guide: School district programs | The Certified Payroll Reporting System linked from the district's Labor Compliance Program page (LAUSD page) | Not stated on the page | Exempt on projects its legacy program monitors | |
| Port of Long Beach | eComply Solutions, where the contract requires electronic submission (Port of Long Beach page) | Weekly | Yes The Port's page also says to submit weekly electronic certified payroll reports to DIR. | |
| University of California Guide: University of California | Software the University designates; the manual names LCP Tracker for Inflation Reduction Act projects (University of California page) | At the times the University directs | Yes The University's manual does not tell contractors to submit certified payroll to DIR; this applies DIR's rule to public works projects. |
Do you file with both?
Yes, unless the project is exempt. DIR's certified payroll FAQ asks whether you still have to submit to DIR if you submit certified payroll records to a union, the prime contractor, the awarding body or a labor compliance program. The answer is yes, because submitting to other agencies does not fulfill the requirement to submit to the Labor Commissioner. The portal is the agency's side. Your own eCPR filing to the Labor Commissioner is the state's side. These bodies tell contractors the same, on their own pages or, for LA Metro, in the manual Metro's page links, with the qualifiers shown in the table: BART, City of San Diego, County of Los Angeles Public Works, LA Metro Labor Compliance Manual, Feb 2024, linked from Metro's page and hosted on Dropbox and Port of Long Beach.
Who does not file the eCPR with DIR
DIR's FAQ lists three kinds of exempt project: projects monitored by the four legacy labor compliance programs, projects covered by a qualifying project labor agreement, and projects under the small project exemption. The small project exemption applies to public works projects that do not exceed $25,000 for new construction, alteration, installation, demolition or repair, or $15,000 for maintenance. DIR's exemptions page repeats the legacy program and project labor agreement lists and says they apply until further notice. Projects the four legacy programs monitor are marked exempt in the table. A body that has some other DIR-approved program is not exempt for that reason alone: see the list of DIR-approved labor compliance programs.
One payroll, two filings
Every row marked yes means the same payroll goes to two places. WellStanding prepares the WH-347 and the eCPR from the payroll export you already run, and a person reviews every filing. You review the finished filing and sign the certification in one step, and nothing is filed until you have signed. The certification is always yours; we never sign for you. The portal side is your contract's requirement. The WH-347 and the eCPR are the filings named above; entering the portal copy is separate and set by your contract. The reason the certification is yours is in Labor Code 1776(a), which requires each payroll record to be verified by a declaration under penalty of perjury, and in 8 CCR 16401, which sets the words of certification, for payroll records furnished on request, by a person with authority to act for the business.
How this table is built
- Rows. The rows start from the awarding bodies WellStanding tracks and are rebuilt with the site.
- Reading. Each portal and frequency was read on the body's own page, or on a document that page links, on October 23, 2026. Portals and requirements change by contract, so your contract documents control.
- What counts. A body appears with a portal only if a page it publishes says so. Vendor customer lists and news items are not used.
- The DIR column. It applies DIR's rule to each body. It does not come from the body's page unless the row says so.
