The portal situation

  • Records on demand. A written request for certified payroll records starts a 10 day clock. Miss it and the penalty is $100 per worker per calendar day, enforceable by withholding from your progress payments (Labor Code 1776).

Whoever the awarding body is, California's baseline does not move: on a registered public works project you file eCPRs directly with DIR at least monthly under your own PWCR registration, and you answer any Labor Code 1776 records request within 10 days or face the $100 per worker per day penalty.
