The portal situation
We have not verified a dedicated compliance portal for City of San Rafael. - Records on demand. A written request for certified payroll records starts a 10 day clock. Miss it and the penalty is $100 per worker per calendar day, enforceable by withholding from your progress payments (Labor Code 1776).
