The short answer

On Long Beach City College Community District public works projects, you file electronic certified payroll records (eCPR) directly with DIR at least monthly, or more often when the contract says so, unless a DIR exemption covers the project. An upload to an awarding body or prime contractor portal does not replace that filing.

  • DIR eCPR: filed directly with DIR at least monthly, or more often when the contract says so, unless a DIR exemption applies (Labor Code 1771.4).
  • Portal: we have not verified one for Long Beach City College Community District. If your contract names a system, an upload there is the awarding body's copy and does not replace the DIR filing (DIR eCPR FAQ).
  • Federal payroll: every week, each submission with a signed Statement of Compliance, on contracts subject to the Davis-Bacon and Related Acts (U.S. Department of Labor).
  • Records on request: produce certified records within 10 days of a written request, or forfeit $100 per worker per calendar day (Labor Code 1776); $140 from January 1, 2027 (SB 909).

The portal situation

We have not verified a dedicated compliance portal for Long Beach City College Community District. Your contract documents are the source of truth: if a system like LCPtracker, Elation, or PRISM is named, uploads there are the awarding body's monitoring copy. Either way the direct DIR eCPR filing under your own registration is a separate, standing obligation on non-exempt projects (DIR eCPR FAQ).

Your filing duties on Long Beach City College Community District projects

  • Direct DIR eCPR filing. On a registered public works project you submit electronic certified payroll records directly to DIR at least monthly, or more often when the contract says so (Labor Code 1771.4). DIR is explicit that submitting certified payroll records to other agencies "does not put you in compliance with the state unless you submit eCPRs directly to DIR" (DIR eCPR FAQ).
  • Federal weekly payroll. Contracts subject to the Davis-Bacon and Related Acts require payroll information every week, each submission with a signed Statement of Compliance (U.S. Department of Labor).
  • Records on demand. You keep certified records and produce them within 10 days of receiving a written request. Miss it and you forfeit $100 for each calendar day, or part of a day, for each worker, and the Division of Labor Standards Enforcement can request that the penalty be withheld from progress payments then due (Labor Code 1776). From January 1, 2027, SB 909 (Chapter 660, Statutes of 2026) raises that penalty to $140 per worker per calendar day; what SB 909 changes.
